The Ottawa Shooting Stars and Rising Stars programs are members of the Eastern Ontario Basketball Association (EOBA), as well as the Ontario Basketball Association (OBA). All players and guardians are expected to review, and familiarize themselves with club policies and procedures at the start of each season or at the beginning of a program. Individuals who are found to be in violation of any of the policies below may face disciplinary action from the club, EOBA, or OBA. Repeat offenders or those found to have violated club policies in an egregious manner also risk removal from club programming without the possibility of a refund.

Rowan’s Law & Concussion Policy

The OSS is dedicated to keeping all members, athletes, coaches and volunteers safe by not only knowing about Rowan’s Law but also recognize a possible concussion and the steps to take as an athlete, coach, league executive or parent.
“The Rowan’s Law concussion awareness rules came into effect on July 1, 2019. After that date, sport organizations must not register athletes under 26 years of age* into a sport activity unless they, as well as their parent (for athletes under 18), provide confirmation that they have reviewed one of the Concussion Awareness Resources within the previous twelve months. * Exception: A sport organization that is a University, College of Applied Arts and Technology or other Post-Secondary Institution must not register any athlete irrespective of age unless the same requirements are met.
Sports organizations must also not allow coaches, team trainers and officials to serve as a coach, team trainer or official for or in respect of the sport organization unless they provide confirmation that they have reviewed one of the Concussion Awareness Resources, every year.
All OSS participants and/or their parent(s)/guardian(s) must review Ontario’s official Concussion Awareness Resources before participating in OSS activities.
Rowan’s Law / Concussion Code of Conduct and Concussion Awareness Resource Acknowledgment Form will be asked to be review at the beginning of every season and confirmation will be expected during registration. No participants will be permitted to participate in OSS activities until it is confirmed.
Any and all suspected concussions must be reported immediately to OSS. Any participant suspected of having a concussion will be subject to Removal from Sport Protocol and Return to Sport Protocol.
Participants suspected of having a concussion will be ineligible to return to OSS activities until a medical practitioner has cleared the participant to return to play, and documentation confirming such has been presented to the OSS.
